ប៉ារីស ៖ នៅរសៀលថ្ងៃទី៣០ ខែមិថុនា ឆ្នាំ២០២៦ ឯកឧត្តមឧបនាយករដ្ឋមន្ត្រី ប្រាក់ សុខុន រដ្ឋមន្ត្រីការបរទេស និងសហប្រតិបត្តិការអន្តរជាតិ បានអញ្ជើញដឹកនាំសន្និសីទវិសាមញ្ញថ្នាក់រដ្ឋមន្ត្រីហ្វ្រង់កូហ្វូនី លើកទី៤៧ នៅទីក្រុងប៉ារីសដោយមានការចូលរួមផ្ទាល់ និងតាមប្រព័ន្ធអនឡាញ ពីសំណាក់រដ្ឋមន្ត្រីការបរទេស និងរដ្ឋមន្ត្រីទទួលបន្ទុកកិច្ចការហ្វ្រង់កូហ្វូនី ពីប្រទេសសមាជិកចំនួន៥៣ប្រទេស។
សន្និសីទនេះនឹងត្រូវចែកជាពីរវគ្គយុទ្ធសាស្ត្រផ្សេងពីគ្នា៖
វគ្គទី១៖ ការធ្វើបទបង្ហាញរបស់បេក្ខជនសម្រាប់តំណែងអគ្គលេខាធិការអង្គការហ្រ្វង់កូហ្វូនី (OIF) និងកិច្ចសន្ទនាឆ្លងឆ្លើយ ។ បេក្ខជននិមួយៗតម្រូវបង្ហាញពីចក្ខុវិស័យយុទ្ធសាស្ត្ររបស់ខ្លួនក្នុងការដឹកនាំនិងការធ្វើកិច្ចសន្ទនាជាមួយគណៈប្រតិភូ។
វគ្គទី២៖ កិច្ចប្រជុំចង្អៀត សម្រាប់រដ្ឋមន្ត្រី/ប្រធានគណៈប្រតិភូ ធ្វើការពិភាក្សាសរុបមតិយោបល់ និងអនុសាសន៍ ដាក់ជូនប្រមុខរដ្ឋ និងប្រមុខរដ្ឋាភិបាលរបស់ខ្លួន សម្រេចជាចុងក្រោយលើតំណែងអគ្គលេខាធិការនេះ។
សម្រាប់កិច្ចប្រជុំកំពូលហ្វ្រង់កូហ្វូនី លើកទី២០ ក្រោមប្រធានបទ៖ "ប្តេជ្ញាបន្តការពារសន្តិភាព ដើម្បីវិបុលភាពរួម និងស្ថិរភាពយូរអង្វែង" ក្នុងពេលឆាប់ៗខាងមុននេះ ឯកឧត្តមឧបនាយករដ្ឋមន្ត្រី បានបញ្ជាក់ជាថ្មីពីការត្រៀមខ្លួនរួចរាល់របស់កម្ពុជា ក្នុងនាមជាម្ចាស់ផ្ទះដើម្បីទទួលស្វាគមន៍ និងផ្តល់បដិសណ្ឋារកិច្ចកក់ក្តៅដល់គ្រប់គណៈប្រតិភូអន្តរជាតិអញ្ជើញមកកម្ពុជា ចាប់ពីថ្ងៃទី១៥ ដល់ ថ្ងៃទី១៦ ខែវិច្ឆិកា ឆ្នាំ២០២៦ ។ កម្ពុជាបន្តប្តេជ្ញាចិត្តយ៉ាងមុតមាំ ក្រោមកិច្ចសហការជិតស្និទ្ធពីគ្រប់ដៃគូទាំងអស់ ដើម្បីធានាឲ្យកិច្ចប្រជុំកំពូលខាងលើ ដែលជាព្រឹត្តិការណ៍ជាប្រវត្តិសាស្ត្រមួយនេះ ប្រព្រឹត្តទៅដោយរលូន ទទួលបានលទ្ធផលប្រកបដោយផ្លែផ្កា និងជោគជ័យ។
នៅល្ងាចថ្ងៃដដែលនេះដែរ ឯកឧត្តមឧបនាយករដ្ឋមន្ត្រី បានរៀបចំពិធីជប់លៀងជូនគណៈប្រតិភូដែលអញ្ជើញចូលរួមសន្និសីទខាងលើ នៅនិវេសនដ្ឋានរបស់ឯកឧត្តមឯកអគ្គរាជទូតកម្ពុជា នៅទីក្រុងប៉ារីសផងដែរ។
Dans l'après-midi du 30 juin 2026, Son Excellence Monsieur PRAK Sokhonn, Vice-Premier Ministre, Ministre des Affaires étrangères et de la Coopération internationale, a présidé la 47ᵉConférence ministérielle de la Francophonie (session extraordinaire) à Paris. Cette conférence s'est déroulée dans un format hybride, réunissant en présentiel et en ligne les ministres des Affaires étrangères ainsi que les ministres chargés de la Francophonie des 53 États membres de plein droit.
Cette session s'est articulée autour de deux sessions stratégiques distinctes. La première, consacrée aux présentations des candidatures et au dialogue interactif permettant aux candidats de présenter leur vision stratégique. La seconde, en huis clos, a permis aux ministres et chefs de délégation l'occasion de formuler leurs avis et recommandations, qui seront soumis à leurs chefs d'État et de gouvernement en vue de la sélection finale du Secrétaire général de l'Organisation internationale de la Francophonie (OIF).
À l'approche du 20ᵉ Sommet de la Francophonie, Son Excellence le Vice-Premier Ministre a réaffirmé l'entière disponibilité du Cambodge, en tant que pays hôte, à accueillir chaleureusement l'ensemble des délégations internationales à Phnom Penh, les 15 et 16 novembre 2026, sous le thème : « Réinvestir dans la paix pour une prospérité partagée et une stabilité durable ».
Le Cambodge demeure pleinement engagé à travailler en étroite coopération avec tous les partenaires afin d'assurer le succès et les résultats fructueux de ce rendez-vous historique.
Dans la soirée du même jour, Son Excellence le Vice-Premier Ministre a également offert une réception en l'honneur des délégations participant à la Conférence, au sein la résidence de l'Ambassadeur du Cambodge à Paris.
On the afternoon of 30 June 2026, His Excellency Deputy Prime Minister PRAK Sokhonn, Minister of Foreign Affairs and International Cooperation, chaired the 47th Extraordinary Ministerial Conference of La Francophonie in Paris. The conference was attended, both in person and virtually, by Foreign Ministers and Ministers in charge of Francophone Affairs from all 53 member states.
This conference was structured into two strategic sessions:
Session I : Presentations by candidates for the position of Secretary-General of the Organisation Internationale de la Francophonie (OIF), followed by an interactive questions and answers. Each candidate is required to present their strategic vision for leading the Organization and engaged in dialogue with the participating delegations.
Session II : A retreat meeting for Ministers/Heads of Delegation to exchange views and formulate recommendations. These recommendations will be submitted to their respective Heads of State and Government for the final decision on the appointment of the next OIF Secretary-General.
With regard to the upcoming 20th Francophonie Summit, to be held under the theme "Reinvesting in Peace for Shared Prosperity and Sustainable Stability", His Excellency the Deputy Prime Minister reaffirmed Cambodia's readiness, as the host country, to warmly welcome and extend its hospitality to all international delegations attending the Summit from 15 to 16 November 2026. Cambodia remains steadfast commitment to working closely with all partners to ensure that this historic Summit proceeds smoothly, delivers fruitful outcomes, and achieves a resounding success.
On the evening of the same day, His Excellency the Deputy Prime Minister also hosted a reception for the conference delegations at the residence of the Ambassador of the Kingdom of Cambodia in Paris.
